2021 is a critical year for animal welfare in the UK. With a government that is keen to lead on animal welfare, having shown leadership within the G20; as holders of this year’s G7 Presidency; as the host of this year’s UNFCCC COP26 Summit; and having proposed the Animals Abroad Bill; the UK is a priority country for World Animal Protection. We are seeking an External Affairs Consultant to support our Global External Affairs team and UK Campaigns Team in our outreach to and mapping of key UK policymakers. Working with two dynamic teams and with key colleagues across the organisation, this would be a catalytic role at an exciting time for external affairs in the UK.

Description of Services: ??

The main objectives of the assignment are:

G20 campaign: map key decision-makers and other relevant stakeholders (building on the previous lobbying work undertaken by UK G20 campaign); assess the likelihood of, and possible obstacles to, support for a global wildlife trade ban and action on AMR and related issues by the UK; monitor national-level developments relating to the G20; conduct outreach to and the lobbying of key decision-makers and other relevant stakeholders in UK; and to build the profile of our campaign in the UK.

Animals Abroad Bill (advertising cruel animal experiences): development of influencing strategy, with input from UK Wildlife Campaign Manager, to widen scope of proposed ban on advertising cruel animal experiences through passage and implementation of AAB; map key decision-makers and other relevant stakeholders; advise UK Wildlife Campaign Manager on outreach to key decision-makers and other relevant stakeholders; identify opportunities to mobilise supporters to achieve influencing goals.

UK legislation: Monitor relevant committee and government agendas to identify any upcoming legislation which may be of relevance to existing World Animal Protection campaigns & priorities,

Deliverables of Services: ??

G20 campaign (estimated 70%+ time; this is priority focus for role):

- Prepare and refine a UK advocacy strategy with World Animal Protection External Affairs’ contact point, including providing recommendations on outreach and intelligence on (likely) government and key stakeholder positions

- Identify priority decision-makers to approach in relation to our campaign, with a recommended outreach strategy – including how to mitigate any opposition

- Identify opportunities to raise the profile of our campaign (including legislative opportunities for a wildlife trade ban, media moments etc.)

- Conduct written, virtual and (where possible/safe) in-person outreach to and lobbying of agreed priority decision-makers

- Participate in at least a fortnightly call with the World Animal Protection External Affairs contact point

- Availability to join relevant internal World Animal Protection calls when asked (potentially up to twice per month)

- Liaise as necessary with NGOs and other partners, in co-ordination with World Animal Protection, including with organisations previously convened in End Wildlife Trade coalition

- Suggesting media our communications teams could reach out to

- Provide weekly written updates on relevant updates in UK (detailing all work undertaken, any relevant developments and proposing next steps)

- Provide regular support to the global team in advance of key G20/other global moments (e.g. Summits)

- Produce final 1-page ‘lessons learned’ report after the campaign including recommendations for future campaigns


Animals Abroad Bill (estimated 20%, to support Dolphins campaign manager with advocacy expertise):

Develop advocacy strategy with input from World Animal Protection UK Wildlife Manager (Dolphins), including key influencing opportunities during passage and implementation of Bill.

Map stakeholders and identify priority decision-makers to approach in relation to our campaign, with a recommended outreach strategy

Identify opportunities to raise the profile of our campaign through supporter mobilisation and media moments etc.

Support the UK Wildlife Campaign Manager in delivering advocacy strategy by providing advice and mentorship.

Participate in at least a fortnightly call with the UK Wildlife Campaign Manager



UK Legislation (estimated 10%)

Monitor relevant committee and government agendas for upcoming legislation or policies relevant to World Animal Protection campaigns & priorities.

Notify key UK Campaigns colleagues of key opportunities, with recommendations/options for action.

- September-October: Outreach to key potential allies
- October: Provide support to global team in advance of the October G20 Summit; continued outreach to allies and media. Final outreach to key stakeholders in relation to G20 summit
- November: ‘Lessons learned’ report

Animals Abroad Bill
- September: kick off meeting with UK Wildlife Campaign Manager; prepare and refine advocacy strategy (first reading of bill expected for first reading late-September at earliest).
- October-November: key outreach to key decision-makers and influencers.

UK legislation:
- September-December: monitor key Government and Parliament developments relevant to WAP campaigns.
